ExpressSCH v7.4.0 doesn’t seem to recognize .sch files, and if I change the file extension to .s it complains that triac.s is not a valid ExpressSCH file. Am I missing something?

After reviewing the file, this is an Eagle schematic, not an ExpressPCB format. As such, this will not import into the ExpressPCB software.
